Start of August kicks off a new commission meeting (2024)

Tomorrow’s city commission meeting will be opened by Pastor Paul Edenfield of Bethlehem Baptist Church followed by the Pledge of Allegiance led by Commissioner Crutchfield.

This meeting will recognize the retirement of Belinda Mitchell, the Executive Director of the Alfred Saliba Family Services Center and the city employee of the month Amanda Barron from the finance department.

Communications from the City Clerk will include:

8. Public Hearing regarding the rezoning of approximately 0.46 acres at 996 West Carroll Street. (Reference item 12)

9. Public Hearing regarding the issuance of the City’s 2024 Limited Obligation Revenue Warrant, in the amount of $1,200,000.00, in regards to the participation with the Economic Development Agreement by and between the City of Dothan, Alabama and Eagle Eye Outfitters, Inc. (Reference Items 14 & 15.)

11. Public Hearing regarding the Community Development Block Grant (CDBG) 2024Year Five Annual Action Plan. (Reference Item 17.)

12. Rezoning property owned by Holland Property Group, LLC located at 996 West Carroll Street from B-3 (Local Shopping) District to B-2 (Highway Commercial) District.

13. Amending Chapter 18, Businesses, Article XVIII, Special Events, Sections 18-520 through 18-536 of the City of Dothan Code of Ordinances to update definitions and regulations.

14. Entering into an Economic Development Agreement with Eagle Eye Outfitters, Inc. to provide financial assistance to renovate, reconstruct, and equip an expansion of an existing retail commercial building located at 3535 Ross Clark Circle, at an amount not to exceed $1,200,000.00, over a period of ten (10) years based on sales tax generated on retail sales derived solely from the operation of Eagle Eye Outfitters, Inc. and/or other commercial tenant.

15. Authorizing the issuance of the City's 2024 Limited Obligation Revenue Warrant, in the amount of $1,200,000.00, in regards to the participation with the Economic Development Agreement by and between the City of Dothan, Alabama and Eagle Eye Outfitters, Inc.

16. Confirming the costs incurred in the weed abatement of properties determined to be nuisances and turning the amounts over to the county tax collector to be added to the next regular bills for taxes levied against the respective lots and/or parcels of land.

17. Approving and adopting the CDBG 2024 Year Five Annual Action Plan, as part of the Five Year 2020-2024 Consolidated Plan.

18. Vacating a portion of the alley located behind 128 through 144 South Oates Street and accepting easem*nts for existing utility facilities.

19. Consenting to and approving the addition of the New Dothan Facility, located at 950 South Saint Andrews Street, to the lease agreement with Noland Health Services, Inc.

20. Acknowledging and consenting to the abatement assignment agreement between Dothan Warehouse Investors, LLC and Dothan Property I, LLC for the freezer warehouse facility project in Westgate Industrial Park.

21. Appropriating $91,892.28 to the Industrial Development Board of the City of Dothan to support efforts required for development of the Westgate Super Site.

22. Entering into a renewal agreement between Rose Hill Senior Center and Southeast Alabama Regional Planning and Development Commission to comply with requirements of the Center for Workforce Inclusion Senior Community Service Employment Program, operated under Title V of the Older Americans Act.

23.Entering into a renewal agreement between Rose Hill Senior Center and Southeast Alabama Regional Planning and Development Commission to comply with requirements of the Alabama Department of Senior Services Senior Community Service Employment Program, operated under Title V of the Older Americans Act.

24. Entering into a contract with PH&J Architects, Inc. to provide architectural and engineering services for the repair or replacement of storm damaged roofs at four (4) City buildings for a total fee of $164,600.00, and appropriating funds for said contract.

25. Awarding the bid, entering into a contract, and issuing a notice to proceed to Lewis Construction, LLC for the New Wall Tile, Flooring, and Partitions at Westgate Competition Pool Project in the amount of $567,600.00.

26. Entering into a Service Order with RDG Planning & Design to continue to serve as the Executive Architect for the City Center Block Project for three (3) additional years at a not to exceed fee of $450,000.00, and appropriating funds for said services.

27. Modifying the Service Order with RDG Planning & Design for the Dothan City Hall Project to include an Additional Services Request for an increase of $393,444.00 which results in a total not to exceed fee of $4,695,664.00, and appropriating funds for said request.

28. Appropriating up to $2,100,000.00 to the Dothan Downtown Redevelopment Authority for assistance in funding the revitalization of downtown.

29. Awarding the bid and entering into a contract with Lewis Inc. for the Main Street Curb and Inlet Repairs Project in the amount of $2,065,190.50.

30. Submitting an application to the Alabama Department of Environmental Management and agreeing to pay the required fee of $500.00 to include additional parcels in the existing Voluntary Clean-up Program for properties located in the downtown area and associated with the City Center Block Project.

31. Entering into a permit agreement with the Alabama Department of Transportation to extend the water main on the northside of Alabama Highway 52 at the Wiregrass Pets Rescue and Adoption Center.

32. Declaring certain personal property as obsolete and no longer needed for public or municipal purposes and authorizing the disposal of said property by whatever means is determined to be in the best interest of the City.

33. Awarding bids and approving other purchases over $30,000.00 by the City.

34. Approving advance travel requests for City employees.

35. Acceptance of utility easem*nts at 1310 and 1311 Clearmont Drive to construct a sewer line for the Farm Center pump station elimination.

36. Acceptance of a warranty deed and temporary easem*nt deed for the Honeysuckle Road Improvements Project.
